Preface 9Remark on the English translation of ICRRAFirst of all, there is not an official English translation of the ICRRA at the moment. On the other hand, its English translation can be accessed at the website of the government of Japan with the remark that only the Japanese text is legally valid as an official text and the English translation is not official on the contrary and can be used to assist to understand the Japanese official text. Its URL ishttps://www.japaneselawtranslation.go.jp/en/laws/view/3624#je_s1in the website of the Ministry of Justice, which reflects the situation until the revision by the Act No. 63 of 4 December 2019. Indeed, someone might feel incompatibility in some points in this translation ; e.g. the first status of residence in Appended Table 1-1 of the ICRRA as it is the case in some other status of residence, the English word “Diplomat” meaning a person who engages in diplomatic activities is used instead of “Diplomatic Activities” meaning activities in which a person engages. The former should have been used here according to the principle of the revision of the ICRRA in 1989 that the status of residence should be expressed not as natural persons who engage in an activity but as activities which are engaged by them. That translation might have come from the way of thinking before the revision of 1989 and still remain as the result. In spite of that this book relies on this reference translation because it has been used for a long time and seems to have been fixed as common marks independent of its accuracy or appropriateness. Taking this point into consideration, I would like to follow the expression of this reference translation regarding the status of residence and wish that I could examine next time which expression to adopt.
