Preface 3PrefaceForeign nationals seeking to enter into and remain in Japan have to follow the procedures pursuant to the Immigration Control and Refugee Recognition Act (hereinafter referred to as the “ICRRA”), Cabinet Order for Enforcement of the ICRRA, ICRRA Enforcement Regulation of the Minister of Justice (hereinafter referred to as the “ICRRAER”), and other relevant regulations. These provisions have been published at the website of the Immigration Services Agency (hereinafter referred to as the “ISA”) of the Ministry of Justice and other publications. In addition, the ISA makes the documents necessary for an application in each procedure and each status of residence public and explains the way of an application on its website. It might be indeed ideal if all the foreign nationals seeking to come and remain in Japan and those inviting them would understand each of the procedure of immigration regulations and could make a necessary application for themselves. However, the tendency could not be denied deeply regrettably that the legal criteria and procedures have come to be subdivided the more precisely and complicatedly in accordance with the more various requests including transparency ironically on the contrary to the repeated criticism “Black Box” against the immigration laws and policy of Japan. On account of this situation, there might be some anxiety that it would not be easy to understand them and take an appropriate procedure with clear understanding for oneself. In this sense the purpose of this book is to explain the outline of the legal institutes of the immigration of Japan as a whole so that the more people will understand their points and substances and take measures required corresponding to the situation.On the other hand, the first edition of this book was published in 1983 and the newest, namely its 9th edition appeared in July 2013, that is to say that it has been revised every 4 years on average.
